Despite a Career that’s Already Destroyed, Ex-DHS Counterterrorism Official Julia Varvaro Sues Ex-Boyfriend: Report

A woman who once helped shape America’s counterterrorism strategy inside the Department of Homeland Security now finds herself fighting a very different battle — this time in a Virginia courtroom, against the man she once loved.

Julia Varvaro spent years working at the highest levels of national security, eventually rising to Deputy Assistant Secretary for Counterterrorism and Threat Prevention. 

That career, she claims, unraveled after a breakup turned into what her attorneys call a coordinated campaign of lies.

Varvaro has filed suit in the US District Court for the Eastern District of Virginia against Robert Bianchi, chief executive of government contracting firm SDVO Solutions. The two dated for roughly two years before their split.

Her complaint lays out a relationship timeline stretching back to 2022, when the pair first met, followed by an exclusive romance that began in earnest in 2023.

Court documents describe shared vacations, family gatherings involving Bianchi’s children, and even conversations about a future together as husband and wife.

That future reportedly fell apart over real estate. Varvaro claims the relationship ended after she declined Bianchi’s push to buy a home jointly.

What happened next forms the heart of her legal case. 

Varvaro alleges Bianchi responded to the breakup by contacting the DHS Office of Inspector General directly, accusing her of trading companionship for lavish gifts and travel while she sat in a sensitive national security role.

She did not stop her allegations there. 

Varvaro’s complaint claims Bianchi also worked behind the scenes with the press, anonymously handing over photographs and private text messages to the Daily Mail. 

That outreach, she alleges, triggered a string of published stories broadcasting the accusations to the public.

The professional consequences, according to the lawsuit, came fast. DHS launched an internal probe, suspended Varvaro, and ultimately fired her. 

Separately, Varvaro claims the CIA withdrew an offer for a senior role she had been pursuing, once the controversy became public.

Bianchi eventually addressed the situation himself, granting an interview to People magazine in which he defended his decision to go to federal investigators. 

He said he acted because he believed there was “a national security concern.”

Yet in that same conversation, Bianchi appeared to soften the substance of his own claims considerably. “My relationship with Ms. 

Varvaro was brief and personal,” he told the magazine. “It was not a ‘sugar‘ relationship nor do I allege she bilked me of anything.”

That quote now sits at the center of Varvaro’s legal strategy. Her attorneys argue it directly undercuts the far more serious accusations Bianchi allegedly delivered to DHS investigators and anonymously funneled to reporters.

People magazine, for its part, noted in its coverage that it was unable to independently confirm a number of the claims that had originally appeared in the Daily Mail’s reporting.

Varvaro’s complaint goes further, arguing that Bianchi’s public downplaying of the relationship simply doesn’t square with the facts. 

She points to overseas trips, family visits, and other hallmarks of a serious romantic partnership as evidence contradicting his later statements.

One episode Varvaro highlights involves a medical emergency in Europe. She claims that while traveling together, Bianchi suffered a kidney stone, and she personally covered approximately $1,100 of his treatment costs.

Her attorneys frame Bianchi’s actions as retaliatory rather than protective, arguing he manufactured false claims out of anger following the breakup rather than any legitimate security concern. 

The lawsuit asserts his conduct exposed Varvaro to suspicion of unethical and potentially criminal behavior.

Two formal legal claims anchor the case: defamation per se and defamation by implication. 

Both rest on the argument that Bianchi’s statements — to government investigators and, anonymously, to journalists — were false and inherently damaging.

Through the lawsuit, Varvaro is pursuing compensation for lost income and emotional distress, along with presumed damages and punitive damages. She is also seeking to recover attorneys’ fees incurred in bringing the case.

The complaint asks the court for any further relief deemed appropriate given the circumstances described.

Bianchi has yet to respond to the lawsuit in court. No formal answer to the complaint had been filed as of this report.

The dispute now moves toward the next stages of federal litigation, where both sides will be required to substantiate dramatically conflicting versions of their relationship and its collapse.
