One of Virginia’s most powerful Democratic lawmakers surrendered to federal authorities Thursday after prosecutors accused her of leading a multimillion-dollar criminal marijuana operation involving drug trafficking, money laundering and political corruption.

State Sen. Louise Lucas, 82, faces five federal charges stemming from an alleged criminal enterprise that prosecutors say operated for years with assistance from members of her family and close associates.

The indictment, unsealed October 22 in the Eastern District of Virginia, charges Lucas with racketeering conspiracy, conspiracy to distribute marijuana, money laundering conspiracy, honest-services fraud conspiracy involving bribery, and maintaining a drug-involved premises.

Six additional defendants were charged in the sweeping federal case, including members of Lucas’ family.

Attorney General Todd Blanche announced the indictment alongside FBI Director Kash Patel and federal prosecutors, accusing the longtime Democratic leader of exploiting her political influence for personal financial gain.

“Louise Lucas has served in a position of public trust in the Commonwealth of Virginia for over three decades,” Blanche said.

Federal authorities allege that Lucas helped oversee an operation responsible for acquiring and distributing more than 100 kilograms of marijuana between approximately 2019 and 2026.

The alleged organization, identified as the “Lucas Enterprise,” involved relatives and business associates who prosecutors claim participated in drug distribution and the laundering of proceeds.

FBI Director Kash Patel estimated the operation was worth approximately $4.5 million.

Investigators contend that Lucas used her powerful positions as president pro tempore of the Virginia Senate and chairwoman of the Senate Finance and Appropriations Committee to protect the enterprise from scrutiny.

Prosecutors also allege that she attempted to influence legislation and marijuana licensing decisions in ways that could financially benefit the operation.

The accusations center partly on The Cannabis Outlet, a Portsmouth business Lucas co-owned with family members and associates.

The business operated during a period when Virginia permitted adult marijuana possession but had not yet established a fully regulated recreational retail market.

Lucas has been a prominent advocate for marijuana legalization, making her legislative activities a significant focus of the investigation.

The indictment alleges that she invested $750,000 in a company connected to an anticipated recreational marijuana license in August 2022.

Prosecutors contend that she subsequently failed to disclose that ownership interest on required financial statements.

They also accuse her of discussing licensing arrangements and potential financial benefits with associates while using her political position to advance their interests.

The federal investigation became public in May when FBI agents searched The Cannabis Outlet and another cannabis-related business.

Authorities recovered marijuana and firearms during those searches.

Court records also indicate that investigators used judicially authorized wiretaps while examining the alleged enterprise.

Among those charged alongside Lucas are Lisa Lucas-Burke, Theresa Lucas-Lamb, Ryan Eichelberger, Carlton Upton Jr., Prince Albert William Hudson III and Tameka Johnson.

The allegations encompass a wider range of offenses, including drug trafficking, money laundering, bribery-related fraud, firearms violations and wire fraud, although the specific charges differ among defendants, per the Conservative Brief.

Lucas has represented Virginia in the state Senate since 1992 and has become one of the most influential Democrats in Richmond.

Her indictment arrives less than two weeks before the November 3 midterm elections, adding another controversy to Virginia’s political landscape.

The senator also participated in Democratic efforts to redraw Virginia’s congressional districts earlier this year, although the state’s Supreme Court ultimately blocked that effort.

Lucas has repeatedly characterized the investigation as politically motivated, accusing the Trump administration of attempting to intimidate her.

Her attorney, Brian Woolfolk, rejected the prosecution Thursday, describing it as “the circus we always expected it to be.”

The defense indicated that it would review additional case details before providing a fuller response.

Blanche rejected allegations that prosecutors deliberately timed the indictment to influence the elections.

He emphasized that Lucas is not on the November ballot and maintained that there was nothing improper about announcing the charges.

The investigation also reportedly began during former President Joe Biden’s administration, before Trump returned to office.

Lucas and the six other defendants now face federal criminal proceedings as prosecutors prepare to present their case.

The indictment represents formal criminal accusations rather than a finding of guilt, and all defendants are presumed innocent unless proven guilty in court.
