A U.S. Customs and Border Protection officer has been arrested following an FBI investigation into the exchange of over 500 digital images related to child p*rnography.

The investigation, which was conducted in coordination with the Border Patrol’s Office of Professional Responsibility, led to the arrest of Scott James Rocky, a resident of Center Line, Michigan.

Rocky, who was arrested on Thursday, is facing charges for the receipt, distribution, and possession of child p*rnography. These crimes allegedly took place between April 15 and May 1, 2025, in Wayne County, Michigan.

The FBI agent leading the investigation explained that the discovery began when he was signed into a peer-to-peer file-sharing network, BitTorrent, on April 29. The agent observed a specific Internet Protocol address sharing multiple files, which had keywords or hash values that could be linked to potential child p*rnography.

Upon further examination, the agent determined that on April 15, someone using this IP address had shared about 530 files. The file names were consistent with terms typically used for child p*rnography, as CBS News reported.

In the following days, investigators found that many of the files contained explicit material depicting children, some as young as four to ten years old, engaged in s*xually explicit conduct.

The FBI then sought and executed a federal search warrant. The search led to the discovery of a desktop computer containing a file named in German that depicted s*xual activity involving children.

Additionally, an external hard drive found near the computer held more disturbing material. The hard drive contained videos showing children and teens engaging in s*xual acts.

The U.S. Customs and Border Protection (CBP) agency quickly responded to the news, releasing a statement emphasizing its commitment to integrity. The CBP spokesperson reaffirmed that honor is a core value in every aspect of the agency’s mission.

While the arrest of one of its officers is deeply troubling, the CBP spokesperson stated that the vast majority of CBP officers serve with honor and distinction. These officers are dedicated to protecting the country and its borders.

The agency also pledged its full cooperation with any criminal or administrative investigation into the actions of Rocky. It stressed that any misconduct by its personnel, whether on or off duty, would be fully investigated.

This arrest is part of a broader effort by law enforcement to combat child exploitation online. Federal agencies continue to crack down on those involved in the illegal exchange of child p*rnography.

The case highlights the serious threat posed by online predators who use digital platforms to exploit children. Law enforcement agencies are increasingly focused on detecting and preventing such crimes.

As the investigation continues, it serves as a reminder of the importance of vigilance and cooperation between law enforcement agencies. Efforts to protect children from exploitation remain a top priority.

The CBP officer’s arrest raises questions about the effectiveness of background checks and internal investigations within federal agencies. These events underscore the need for constant vigilance to ensure the integrity of public service institutions.

While the arrest is shocking, the CBP has reiterated its commitment to working with authorities to root out corruption and misconduct within its ranks. This case serves as a warning that even federal agencies are not immune to the dangers of online exploitation and abuse.

Rocky now faces serious legal consequences as the investigation moves forward. The case will likely have further implications for CBP’s policies and practices concerning officer conduct and online activity.

As the details of this case unfold, it is clear that combating child exploitation will continue to require the combined efforts of federal agencies and the public.
