First Lady Melania Trump unveiled a new initiative on Thursday aimed at creating expanded opportunities for young Americans who have experienced foster care.
The Executive Order, titled Fostering the Future for American Children and Families, builds on her 2021 Fostering the Future program, which provides scholarships and guidance to foster youth pursuing higher education.
At the White House signing ceremony, President Donald Trump joined the first lady as she emphasized the importance of a collaborative approach to support foster children.
“The goal is to connect federal departments, private organizations, universities, and charitable groups to give foster youth real pathways to education and careers,” Melania Trump said.
“Through this initiative, we are providing tools for financial literacy, mentorship, and workforce readiness that will help these young Americans achieve self-sufficiency and success.”
The initiative introduces several measures designed to strengthen support for youth transitioning from foster care.Â
Among them are online planning resources, access to scholarships, mentorship networks and programs intended to ease entry into early-career employment.
According to the White House, federal agencies will coordinate to offer training and development programs, while private and faith-based partners are invited to commit to the effort through scholarships, internships and other workforce opportunities.
Melania Trump also highlighted the long-term benefits of preparing foster youth for leadership roles.
“Following graduation, scholarship recipients from my program are prepared to enter the workforce, and ultimately, become leading executives,” she said. “They will manage thousands of employees and generate significant value for American communities—through job creation, access to healthcare, food security, and other societal benefits.”
President Trump underscored the broader societal importance of the initiative from a faith-based perspective.
“The Bible tells us that one of the measures of any society is how it cares for vulnerable children and orphans…As we Make America Great Again, we are going to protect American children in foster care, and we’re going to ensure that they will never, ever be forgotten,” he said.
Among the attendees was conservative commentator and former foster youth Terrance K. Williams, founder of Cousin T’s Foods.
He reflected on the signing with his followers on X.
“As someone who grew up in foster care, this moment means more than words can ever express. I know what it feels like to move from home to home,” he wrote. “I know what it feels like to wonder if your future will ever be bigger than your circumstances. But I refused to become a victim—I chose to become a victor.”
Williams also highlighted the larger significance of the executive order.
“To now be invited to witness an executive signing that will help foster children across America… it’s emotional. It’s humbling,” he added. “It’s a full-circle moment I’ll never take for granted. From the foster house… to the White House.”
Other conservative commentators also praised the initiative for leveraging federal, private and faith-based resources to create a nationwide model for foster youth support.
Observers emphasized that by focusing on mentorship, career preparation and educational access, the program addresses the specific challenges faced by children aging out of foster care while providing measurable opportunities for advancement.
Through this coordinated effort, the Trump administration aims to ensure that foster youth are equipped with the guidance, skills and resources needed to thrive.Â
