A deadly Immigration and Customs Enforcement (ICE) operation in Houston has triggered an international dispute after Mexico announced plans to pursue legal action following the death of Mexican national Lorenzo Salgado Araujo.
The shooting occurred Tuesday during what ICE described as a targeted enforcement operation involving Salgado Araujo.
According to the agency, agents were attempting to carry out an arrest when Salgado Araujo allegedly rammed an ICE vehicle, ignored commands to stop, and attempted to strike an officer with his vehicle.
ICE said an agent fired in self-defense.
Mexico’s government quickly responded, with President Claudia Sheinbaum announcing plans to pursue legal action beyond diplomatic complaints already filed with international human rights organizations.
She said Mexico intends to take additional steps over what she described as the mistreatment of Mexican nationals during U.S. immigration enforcement actions, according to Houston Public Media.
“Our objective is to go beyond diplomatic notes,” Sheinbaum said, arguing that previous complaints had not stopped additional deaths involving Mexican citizens in the United States.
The Mexican Foreign Ministry is preparing potential legal action in the United States, a move that could further strain relations between Washington and Mexico as immigration enforcement remains one of the most contentious issues between the two governments.
ICE has defended the operation, saying agents faced an immediate threat while carrying out a federal enforcement action.
The agency maintains that Salgado Araujo’s actions created a dangerous situation that led to the use of deadly force, according to Visa Verge.
Federal agencies are now reviewing the incident.
The Department of Homeland Security (DHS) is examining the shooting, while the FBI is investigating allegations involving a possible assault against a federal officer.
The circumstances surrounding the encounter remain disputed.
ICE officials have said the shooting followed an alleged vehicle attack, while Salgado Araujo’s family and advocacy groups have called for additional scrutiny and transparency, according to ABC 7 Chicago.
According to relatives, Salgado Araujo had been in the Houston area looking for workers when the encounter occurred.
His family has questioned the events leading up to the shooting and called for a closer examination of the case.
Houston Mayor John Whitmire (D) said the city would not launch a separate investigation while federal authorities are already reviewing the incident.
Groups including the League of United Latin American Citizens (LULAC) have called for an independent investigation.
The shooting has become another flashpoint in the national debate over immigration enforcement.
The Trump administration has prioritized expanded enforcement operations, while Mexican officials have continued criticizing actions involving Mexican citizens in the United States.
Federal officials have argued that ICE agents must be able to enforce immigration laws and respond to threats during operations.
