William C.C. Kemp-Neal, a 30-year-old prosecutor from the Bronx District Attorney’s office, has resigned following allegations of attempting to meet a minor for illicit purposes.
The incident, which unfolded in a Mount Vernon Target parking lot, was captured on video by the vigilante group Dads Against Predators.
Kemp-Neal, who had been employed by the Bronx DA’s office since June 28, 2020, abruptly ended his tenure on July 17, 2024.
The New York Post reported that the prosecutor, who ironically handled cases involving assault, harassment and child endangerment, was earning an annual salary of nearly $85,000.
The confrontation occurred when members of Dads Against Predators approached Kemp-Neal in the parking lot, addressing him as “Marcus.”
Upon realizing he was being confronted, Kemp-Neal attempted to flee the scene. However, his escape was thwarted by a bystander who intervened and restrained him.
In the footage, which has since circulated widely, Kemp-Neal can be seen struggling against his captors while being questioned about his intentions.
One of the men from the group directly accused him, stating, “You were trying to f*ck a 13-year-old boy.”
As the reality of the situation set in, Kemp-Neal attempted to conceal his face from the camera.
The confrontation continued with one of the group members sarcastically asking, “You wanna take him to get a milkshake, right Marcus?”
Kemp-Neal denied the accusations, repeatedly insisting that he “didn’t” intend any wrongdoing.
Mount Vernon Police soon arrived at the scene to investigate the commotion.
Officers said they “encountered several individuals making allegations of wrongdoing” and assured that a “comprehensive investigation” would be conducted, the Post highlighted.
No charges were filed against Kemp-Neal at the time of the incident, despite the serious nature of the allegations.
The Bronx District Attorney’s office, led by Darcel Clark, released a terse statement confirming Kemp-Neal’s employment and subsequent resignation.
The statement read, “William Kemp-Neal worked here as an ADA from June 28, 2020, until July 17, 2024. He resigned from the office.”
This incident has raised questions about the vetting process for employees in the justice system and the effectiveness of background checks for those in positions of power and trust.
It also highlights the growing trend of vigilante groups taking matters into their own hands to expose potential predators.

Knappen repeatedly said the conversation was wrong and a bad idea, as depicted in the now viral footage.
One of these disturbing texts included Knappen saying, “Want daddy to show you his fat hairy d***?” and “It’s so cute how concerned you are for me.”
Knappen also said the boy wanted “a big, older, muscular man to spank [his] a**,” another leaked message revealed.
