Gov. Gavin Newsom (D-CA) has put forward a sweeping proposal to freeze enrollment of illegal alien adults in California’s full-scope Medi-Cal program, according to a fact sheet released by the governor’s office to Fox News Digital this week.

The proposed freeze, part of a broader budget strategy, would not take effect before January 1, 2026, and would only apply to new adult applicants over the age of 19, the document specifies, giving current enrollees a temporary reprieve from changes.

Current undocumented enrollees would be protected under the proposal, as the governor’s office emphasized that people would not “be kicked off their health care,” distinguishing this move from a full program cancellation.

The Democratic gov. is also proposing a $100 monthly premium for Medi-Cal enrollees aged 19 and older with what the document terms “unsatisfactory immigration status,” creating a new financial barrier for continued coverage.

This classification refers to individuals whose immigration status renders them ineligible for federally funded Medicaid, including both people with lawful status and illegal alien residents who currently receive state-funded benefits.

The premium requirement would commence on January 1, 2027, if the proposal secures approval from the state legislature, creating a phased implementation of the new restrictions over multiple years.

These significant budgetary measures require legislative approval before implementation, and the governor’s office is partially attributing the need for these changes to economic conditions allegedly caused by President Donald Trump and his administration’s policies.

According to the governor’s document, “Trump’s pendulum swings on tariffs have slowed the economy and weakened state revenues by a staggering $16 billion,” directly connecting federal economic policies to California’s budget shortfall.

Despite these proposed changes that would restrict healthcare access for future undocumented residents, the governor’s office insists that Newsom “refuses to turn his back on hardworking Californians, especially when it comes to their basic health care needs.”

The fact sheet characterizes the proposals as “difficult but necessary steps” required to maintain fiscal stability and protect “the long-term viability of Medi-Cal for all Californians” in the face of mounting budget pressures.

The $16 billion revenue shortfall, termed the “Trump Slump” in the governor’s document, is cited alongside “higher-than-expected health care utilization” as driving factors behind the proposed changes to the state’s healthcare system.

Medi-Cal is California’s implementation of the federal Medicaid program, providing healthcare coverage to millions of low-income residents of the state who depend on this safety net for essential medical services.

California has previously expanded Medi-Cal coverage well beyond federal requirements, including extending benefits to undocumented residents who would not qualify for federally funded Medicaid, positioning the state as a leader in inclusive healthcare policies.

The proposed changes mark a significant departure from California’s progressive stance on healthcare access and immigration, potentially signaling a new era of fiscal conservatism in the traditionally liberal state’s approach to social services.

Fox highlighted that Newsom, who began his gubernatorial tenure in early 2019, successfully weathered a recall election attempt in 2021, allowing him to continue implementing his policy agenda despite significant political opposition from conservative forces within the state.
