Russia Rejects Peace Proposal to End War in Ukraine Floated by Trump Transition Team: Report

In a dramatic development that threatens to complicate U.S.-Russia relations, Moscow has forcefully rejected a proposed peace plan for Ukraine reportedly being considered by Donald Trump’s transition team, marking a significant setback for the president-elect’s campaign promises to end the conflict.

Russian Foreign Minister Sergey Lavrov strongly disapproved of the reported proposal, which would potentially delay Ukraine’s NATO membership while deploying European peacekeeping forces in the region.

The New York Post reported that while speaking at a news conference, Lavrov made Moscow’s position unmistakably clear.

“We are not happy, of course, with the proposals made by members of the Trump team to postpone Ukraine’s admission to NATO for 20 years and to station British and European peacekeeping forces in Ukraine,” Lavrov stated, per the Post.

The proposed peace plan, which emerged through various leaks and Trump’s Dec. 12 interview with Time magazine, reportedly includes provisions for suspending hostilities along the current line of contact while shifting responsibility for confrontation with Russia to European nations.

Trump himself has maintained secrecy around his official strategy, telling Time that public disclosure would render it “a worthless plan.” 

Since his election victory, however, reports have surfaced suggesting his team is exploring options including European troop deployment and a delayed timeline for Kyiv’s NATO membership.

Retired Lt. Gen. Keith Kellogg, Trump’s designated special envoy to Ukraine, has reportedly proposed a strategy combining aid restrictions to Kyiv with threats of increased weapons shipments to pressure both sides toward negotiations.

Moscow’s stance appears inflexible, with Lavrov explicitly stating that Russia “would refuse to accept Ukraine’s NATO membership regardless of the territorial factor.” 

He cited Russia’s long-standing opposition to NATO’s eastward expansion, characterizing it as “aggressive absorption” – a concern that Moscow claims prompted its 2022 invasion of Ukraine.

The Russian diplomat placed the onus for future dialogue squarely on Trump, warning that any attempts to rebuild bilateral relations would face significant resistance. 

“If he tries to relaunch bilateral ties, he will have to swim against the stream,” Lavrov cautioned.

The Post further noted that according to the Washington-based Institute for the Study of War (ISW), Lavrov’s statements reflect Russia’s broader policy of refusing compromises that might undermine President Vladimir Putin’s core demands. 

An assessment from the ISW read: “These demands include forcing Ukraine to become a permanently neutral state that will never join NATO, imposing severe limitations on the size of the Ukrainian military, and removing the Ukrainian government.”

These include forcing Ukraine’s permanent neutrality, severely limiting its military capabilities and removing the current Ukrainian government.

This rigid stance poses a significant challenge to Trump’s campaign pledge to end the Ukrainian conflict, suggesting that achieving peace may prove more complex than initially presented.
